Katey Pilgram

Associate Director

Katey Pilgram has nearly 15 years of experience in public transportation with the East Texas Council of Governments and is a certified Community Transit Manager from the Community Transportation Association of America.

She has a strong track record of leadership and extensive knowledge in transportation operations, focusing on achieving results and implementing operational improvements for success. Katey has significant experience in program planning and oversight, organizational structure, staff development, and industry standards and excels in implementing transit best practices to enhance operational services through key performance indicators.

Being an East Texas native, Katey is intimately familiar with the geography and layout of the 14-county region. She embraces new projects and is committed to "making things happen" regardless of difficulty level. Katey has worked closely with multiple transit agencies to establish agreements and partnerships, increasing coordination and improving services. Furthermore, Katey has cultivated and maintained relationships with local businesses, counties, and municipalities, resulting in successful partnerships. She is committed to overseeing organizational structure and staff development to establish the East Texas Council of Governments as the premier rural transit district in Texas.
